The involvement of the community is a key part of the Haringey Community & Police Consultative Group consultation process. That is why we work in partnership with agencies, community organisations, the voluntary and statutory sector to undertake consultation exercises, conferences and workshops. These processes provide communities with the opportunity to have a say in shaping new policies.

The Comments and Suggestions box below allows you to give us feedback concerning matters or exemplary policing issues in your Ward or within the borough of Haringey. In return the Group can explore concerns on your behalf or make the appropriate recommendation on an exemplary matter.

Safer Neighbourhood


A key function of the Haringey Community & Police Consultative Group (HCPCG) is to engage with members of the community, the police and the council in order to improve community safety and the quality of life of Haringey’s residents.

In order to achieve this role we have placed a HCPCG delegate on each of the 19 ward panels in Haringey. This enables the HCPCG to have a hands-on role with eyes and ears directly in the heart of community policing issues. Our delegates will represent the interests of the residents in each ward. However, they will also feedback information to the HCPCG so that we as a professional body can hold the statutory partners to account.

The Role of the Delegate

The 19 HCPCG delegates meets on a quarterly basis (outside of the Safer Neighbourhoods settings) to discuss and identify trends and patterns of failure (or success) that are occurring in their own wards and may be relevant to other wards or parts of the borough. Our delegates’ puts forward ideas, criticisms and knowledge at their individual ward panel meetings based on the experience of the other HCPCG delegates. Through this process of pooling ward-based knowledge the HCPCG hopes to take a prominent role in the success of the Safer Neighbourhood initiative.

Where Failings are identified

Where issues/failures transcend the local setting (e.g. cross-ward concerns and borough wide concerns) or where the local police and councillors are deemed to be failing in their duties at a ward level it may not be appropriate for ward panel members (including our delegate) to raise complaints at the local level. The HCPCG will, following consultation with all relevant delegates, raise matters with the Inspectors in charge of particular wards and/or the Borough Commander, and Head of Haringey Community Safety Partnership, to seek responses and solutions. Recourse to the Metropolitan Police Authority will only take place where no adequate solution to a ward based or borough wide concern can be found.

It must be borne in mind that the ward panels are to be selected by the local community. This means that the HCPCG delegate may, for some reason, not be selected to sit on the panel. Alternatively, the HCPCG may be unable to locate a member who is capable of undertaking the responsibilities outlined above. Where we are unable to locate an appropriate member to put forward as our delegate or where s/he is not selected by the residents to sit on the ward panel, we will seek to co-opt a prominent member of the selected ward panel into HCPCG membership thus ensuring we have a constant appreciation of the borough from all ward perspectives.

Community Observers Scheme

The Haringey Community & Police Consultative Group Community Observers Scheme is being developed by the Group in conjunction with the Borough Police. The purpose of the initiative is to appoint Community Observers to observe policing operations and be independent auditors. So far the Group has designed an application form and executed a recruitment process through its membership list. Thirty inquiries about the role were received and eighteen registered for Induction training. The scheme has proven to be a success and is being extended to the wider public.

There are no restrictions in becoming a community observer other than you need to be in relatively good health.
